Jantar Mantar was built by Sawai Raja Jai Singh. And, not only this, he built a total of 5 Jantar Mantars which are in Delhi, Mathura, Ujjain, Varanasi, and Jaipur. 

And all these things are related to astronomy and astrology. 

In Jantar Mantar, you can see 4 Yantras which are Samrat Yantra, Jai Prakash Yantra, Mishra Yantra, and Ram Yantra. 

Samrat Yantra can tell time using Surya, Ram Yantra, and Jai Prakash Yantra, both of which are used in astronomy for the measurement and calculation of stars.
